John C. "J. C." Bowman serves on the Board of of Education, Public Policy & Consulting (EPPC) Global Management, a unique institution - a non-profit public policy research organization or "think tank", designed to work with Faith-Based and Community-Based Organizations to help them become: stronger, more sustainable, and better able to serve their communities. He is the former Executive Director. EPPC provides management expertise and other non-financial resources that are often not available to these organizations. The EPPC vision is to build a culture where freedom, opportunity, prosperity and civil society flourish. Bowman formerly served as Director of the Center for Education Innovation at Florida State University, in addition to previously serving as Director of the Florida Department of Education Choice Office. Prior to this position, Dr. Bowman served as Chief Policy Analyst of the Education Policy Unit for Florida Governor Jeb Bush. During his tenure in the Bush administration the state completed an ambitious school code rewrite.
Previously, he served as Director of Education Policy for the Tennessee Institute for Public Policy, as well as President of Children First Tennessee. Dr. Bowman was also Director of Research for the Texas Public Policy Foundation, a free-market think tank. In 1999, he was designated a Distinguished Fellow of the Texas Justice Foundation. In 2003, Dr. Bowman received the SMART Award from the National Institute for Educational Options, Fischler Graduate School of Education and Human Services at Nova Southeastern University for his efforts to expand parental choice options in Florida.
A former public school teacher, Bowman was elected to three terms as vice-president of the National Association of Professional Educators. He also served as vice-president for Professional Educators of Tennessee. From 1993-1998 he was the Director of Government Relations for Professional Educators of Tennessee, developing legislative priorities, evaluating existing education policies, and coordinating political activities with legislators. He currently serves as Chairman of the Board of the Professional Educators of Tennessee Foundation. His political honors included being named an Honorary Member 100th Tennessee General Assembly (House of Representatives) in 1997 and the National Performance Review by then Vice-President Al Gore for his contribution to building a government that works better and costs less in October 1995. Tennessee Governor Don Sundquist appointed him to the Board of Trustees at Moccasin Bend Mental Health Institute in April 1997. In 1999, the American Legislative Exchange Council selected him Chairman of the Union Affairs Sub-committee of their Education Task Force.
A popular speaker, Dr. Bowman has appeared on radio and television shows, and been featured at events on the local, state and national level. In addition to authoring numerous academic studies and articles for various organizations and publications, he serves on the Editorial Board of the Journal of School Choice, published by Haworth Press. His management experience has allowed him to gain valuable hands-on insight into large and small organization governance and be a tremendous asset working with non-governmental organizations committed to improving their communities.
J. C. Bowman is a Marine Corps veteran, meritoriously promoted twice in the line of duty. He also served in the Tennessee National Guard and the Army Reserve. His academic background includes attending Lee University where he earned a Bachelor of Science in Education (Social Sciences, emphasis in History) and Trevecca Nazarene University where he attained his Master of Education (Administration and Supervision). He has also completed further coursework in Special Education at the University of Tennessee at Chattanooga and the University of Tennessee at Martin. His doctoral degree is from Emanuel Baptist University. J. C. and his wife Bethany have two grown daughters, two sons-in-law and two grandchildren.
J. C.'s vision for EPPC is that it be continually committed to developing leaders and organizations whose potential is great but opportunities for learning leadership have been limited. He is absolutely convinced that if faith and community leaders around the world are trained, developed, better resourced, and greatly encouraged, there is no limit to what can be accomplished to make the world a better place to live. More importantly, it will provide a sustainable groundwork for faith and community organizations for future generations.
